GDCC – Joint Open Letter to Cambodia Donors

The following organizations sent a joint open letter to Cambodia’s donors, which will participate in the Government-Development Partners Coordination Committee (GDCC) meeting on 26 September 2012: 1. Asian Forum for Human Rights and Development (FORUM-ASIA); 2. Civil Rights Defenders; 3. Dignity International; 4. Freedom House; 5. Global Witness; 6. Human Rights Now; 7. Human Rights Watch; 8. The Observatory for the Protection of Human Rights Defenders – a joint programme of the International Federation for Human Rights (FIDH) and the World Organisation Against Torture (OMCT).

FIDH BRIEFING NOTE – Cambodia: A Mounting Human Rights Crisis

The International Federation for Human Rights (FIDH) released today a seven-page briefing note entitled “Cambodia: A Mounting Human Rights Crisis”. The briefing note warns that the violations of land and housing rights are “on-going, serious and systematic,” and that the use of judicial and extra-judicial means to harass, intimidate and criminalise activists is increasing. The briefing note is released ahead of the presentation of the latest report by the United Nations Special Rapporteur on the human rights situation in Cambodia, Mr Surya Subedi. [...]

Press Release – French Embassy in Phnom Penh / Visite de l’Ambassade de France à Kampong Chhnang – Programme d’aide juridictionnelle de l’ONG ADHOC

[Statement in French] Le Chargé d’affaires de l’Ambassade de France s’est rendu, mercredi 22 août, dans la province de Kampong Chhnang, à l’invitation du bureau local de l’ONG ADHOC. Il souhaitait observer sur le terrain les progrès du programme d’aide juridictionnelle aux victimes actuellement financé par le fonds social de développement de l’Ambassade. Le programme de visite a permis des échanges avec l’équipe provinciale d’ADHOC et les avocats qui assurent cette aide juridictionnelle. Le Chargé d’affaires a aussi pu s’entretenir avec différents bénéficiaires de ce programme, victimes d’abus sexuels, de trafics d’êtres humains ou en conflits sur des questions foncières.

JOINT STATEMENT: The Culture of Impunity and Violence Must Stop

Following the recent shootings, evictions and arrests, in particular relating to citizens and activists defending land, labor and natural resources rights, 139 Cambodian and international civil society organizations issue a Joint Statement on Impunity and Violence.

Joint open letter to the Prime Minister: Vacate convictions against BKL human rights defenders

International and regional NGOs issue a Joint Open Letter to Prime Minister Hun Sen, expressing their “grave concerns regarding the arbitrary arrest and mistreatment” of 13 Boeung Kak Lake residents; “strongly condemn[ing] their prosecution on trumped-up charges and summary trial”; and urging the Cambodian government to “vacate the convictions and drop . . . unfounded charges against [all] Human Rights Defenders and unconditionally release them immediately”.

International Conference on Micro-justice co-organised by ADHOC in Phnom Penh

On the 24th-26th of October 2011 ADHOC and TISCO University co-hosted a conference on the micro-justice toolkit at the Sunway Hotel in Phnom Penh. There was great diversity among the participants with representatives from organizations based in the Netherlands, Indonesia, Egypt, Somalia, Rwanda, Kenya, Thailand, Burma and Azerbaijan. Representatives from the Cambodian based organizations Cord, YRDP and Peace Bridges took part in the conference along with students from the Phnom Penh Royal University.

Micro-justice, which often takes the form of mediation, has been used to solve conflicts in Cambodia for centuries. However, no official records have been kept and so far no set of tools for dispute resolution outside the courts has been developed in a national context. The need for alternative ways of achieving justice in the Cambodian society has not changed and therefore ADHOC is collaborating with TISCO University to develop a micro-justice facilitator toolkit in the form of guidelines for effective dispute resolution.

The ACSC/APF forum, ever since its establishment in 2005 in Malaysia represents a venue for civil society to organize, build unity and provide a forum for peoples concerns and make recommendations to ASEAN leaders to be taken into account in their decision making processes at different levels. To make this process work successfully, ASEAN leaders and Governments should facilitate, participate and support these activities of the ACSC/APF.
